Listening to marketplace on NPR last night, there was a story about using RFID tags in trash cans (actually recycling bins) to manage waste flow. I proposed this to my friend Ben a few years ago when NYC was looking for ways to solve its garbage problem, although my version was not to penalize people for not recycling, it was to incentivize the private sector to mine, divert, or collect recyclables.
